An authorised representative is cost-effective
Foreign companies selling directly in the Netherlands and are assigned the Producer Responsibility are obliged to have an enforceable representative in the Netherlands.
This can either be a local subsidiary, or a so-called Authorised Representative. Establishing a local subsidiairy is rather expensive, as one would require knowledgeable staff, housing and so on. A better deal is to have an authorised representative taking over your responsibilities.
SAR suits your needs
